Starting City will be ScarDale. It's under rule by a council and it is lordless. The Aumersairs once lead this town.
Hanse Aumersair was once in charge but he was murdered by the hands of a Sembian spy. Ever since then, Sembia, Zhents and Cormyrians have fought a silent war to gain control of the port city of the dalelands!

I will post a map of the city soon.
